Raised on a family farm in Essex, Toby began working from the age of 13 on the mixed arable and livestock farm, as well as in its small farm shop.

Before moving to Jersey, he worked in the UK Civil Service across five departments. This included representing the UK to the EU on foreign investment, serving as a policy lead on food during Brexit, and, most recently, as Head of Aviation Emissions setting up the UK’s Emissions Trading System.

He has been with the Government of Jersey for five years all within the Department for the Economy. He worked in trade and led on the £20 million Better Business Support Package before taking on his current role a year ago.

He has a Postgraduate Diploma in Public Administration and is an amateur chilli grower. He lives in St Martin with his wife and newborn daughter.
